Crazy idea to fight spam (hear me out/critiques welcome): The main ways to broadcast arbitrary data are op_returns, witness data, and fake addresses in bare multisig right? What if we hard fork with the following changes: - remove op codes that allow arbitrary data - deprecate multisig in favor of musig - change the witness discount to a 10x witness premium - implement cross signature aggregation to incentivize efficient witness usage Does CISA destroy the ability to add arbitrary data? I dunno, just spitballing here.
