A roaring lion or a rushing bear. News flash! Charging bears and lions are coming to do you harm. This is how God describes the way a wicked ruler treats the poor. Why are they poor? Likely because wicked rulers have confiscated their wealth, taxed them in excess, and/or debased their currency.
