Great points, I think this is where separate identity/nym could also come in play. If I could define another npub to which I delegate reports - that would somewhat work even with Amethyst current approach. @miljan and Primal did this in UI where you could follow someone else's mute list... if I could have that, but also to say - when I report, report though this npub - I would be OK. And then multiple people could use that same npub (nsec sharing is another issue though)
