It depends on if there were other agents in the direction she was driving. The fuzz doesn't stop blasting you once you give them a reason to consider you a deadly threat.
If you shoot once and then rum away they will shoot you in the back. They assume you are a deadly threat to others, not just the one you attacked.

I don't see anyone there. If there wasn't, was this cold-blooded murder?
In wouldn't rule it out. But I know from what I have seen in my town that the 2nd paragraph is true. If you attack the polo with a deadly weapon and run away they will give chase and shoot you in the back. They are trained to do this because "for all they know" you are a threat to the general public as well.
