If someone has a collaborative multisig where 1 of the keys is a vulnerable cc and the others are different devices, is there still need to rotate keys?

Just wait and see imo. You'll probably want to rotate it but take your time.
Sim, é necessário rotar as chaves, pois a vulnerabilidade em uma chave compromete toda a multisig.
