The whole thing is running in Al Gore's closet, man. Just pop in there and switch it off. In all seriousness, though, that's a great question to ask, because the answer to the question of how we would still be able to transact would largely depend on how shutting down the internet was achieved, and who/what was behind it.
It would be quite rare for the entire internet to shutdown, but as they say, prepare for the worst and hope for the best. On the other hand it is easy for a nation to implement a comms blackout (example, Egypt 2011), or espionage targeting submarine telexommunication networks (image attached). image I think the answer may be in further decentralization of data networks such as - LoRa has the ability but scalability seems to be an issue, and will require at least one gateway to the internet.

I was hoping to be taking logistically. Maybe I haven't read enough about this, but I doubt people pulled lines/sattelite dishes from every house in Egypt?

this is the type of thing we should be talking about more maybe. Maybe more of us should understand national/global networking on a fundamental level.
