I think that God was speaking directly to Jeremiah and the Israelites at that time, and that extrapolating it out from that point in time is a mistake.

That’s a good point. From the context that is what is going on. I guess though when you lift that verse out of context it turns into a “feel good” verse or motto. People like it because it sounds nice and makes you hope that it will all work out in the end.
