Theoretically, yes, but some of my friends inside Iran who are way more technical-savvy than I am have tried to do so but failed. They have shifted towards setting up a Matrix relay and communicating through that.

So there its not just a firewall when crossing the border? There is some internal filtering going on as well? Or is it more of the case that Iran lacks domestic infrastructure and the international cutoff just broke a lot of basic services (like dns) because they were rellying on foreign services,apis...etc and thats why there are internal issues?
It would be great if some of your friends could give a better overview of this.
