In the instances of evidence of probable cause that a specific client has committed a specific crime, the DOJ ought to prosecute, period.
unpopular opinion: anything short of such probable cause, the government - as far as in its public capacity - should keep its mouth shut.
If the victims wish to expose certain clients for questionable behavior, that's their business; but it doesn't require Congress for them to do so. The government shouldn't be in the business of publicly shaming for anything other than for actually prosecutable illegal behavior.
