[Introduce] Nostr Relay Server Application "nostrd"
"nostrd" is a Nostr relay server written in Rust.
And Damustr public relay also released.

Both relay server and server software are under active development. It is stable and production-tested, but APIs and config options may change before 1.0. Bug reports and pull requests are welcome.
