You take a handful of cops and you'll get some good ones, some incompetent ones, some evil ones, and some that are undercover intelligence assets. Probably a lot of them are being blackmailed or pressured in some way. The system of police enforcement is super corrupt. As the enforcement arm of contradictory laws that grow ad infinitum, they basically have free rein to do whatever, and I definitely think that whatever is whatever the highest bidder wants them to do. I think the worst thing about cops is that their existence took away the right of individuals to mediate conflicts by themselves with violence, i.e. duels.
