It was not broken, but the 24.04 update borked the boot on the Dell. Booted into 22.04 and it worked.

Atomic Linux solves this.
Been running Fedora Silverblue for 3+ years now. Longest I've ever ran a single distro uninterrupted without it being bricked by updating the OS or some critical package dependency being busted.
