I read the entire PDF and it sounded like the words of a man who has a solid understanding of Austrian economics. He explains his logic and reasoning clearly, he doesn't just throw out soundbites.
Don't get me wrong, it's obviously entirely possible he's a liar. But I didn't come to that conclusion from the policy paper or the many interviews I've watched with him.
