What are you talking about? Nip09 is not implemented by most clients. It's only relay implementations that are saving everybody by deleting records. Clients generally never delete records, it keeps showing until the user reinstalls the app.

that's... interesting. why? i mean, philosophically it seems to overclaim what it does, but it's not hard
It's actually quite a feat to implement it correctly. Remember that even StrFry didn't have deletions properly implemented until one year ago..
Managing all the thumbstones effectively is not easy.
