I've never really looked into this, but does the difficulty reset somehow or have a starting value? Because I don't see why the difficulty threshold would change just because the algo did.

They have to change the difficulty too. Otherwise it doesn't solve the problem of the chain tip being stuck according to 110 supporting nodes and miners.
Ahh, I always had a blind spot for the difficulty thing when it came to hard forks in the past.
