The OP_RETURN debate can be boiled down to 2 definitions of monetary txs. One group defines "monetary" as willingness to pay for blockspace. The other defines it as transferring UTXO ownership, facilitated by blockspace. Although miners are incentivized to include txs that serve the former definition, Bitcoin was engineered to facilitate the latter. Let's not forget that.
