They won't be States because being a state means the people there can become state citizens. They'll be territories. Territories, along with the District of Columbia, are the taxable population per the IRC. It's a valid point that nobody is spending their Bitcoin and I can appreciate that that's a problem, but I wouldn't be spending if i were saving in fiat either. The whole community is more savvy to the monetary state of the planet than almost any other group. Of course nobody wants to spend their coin. The ship is sinking. I wouldn't want to spend my silver right now either.
