we call this bifurcation of the UTXO set.
they don't have to prevent P2P transactions ( and they can't without greater miner centralization), they just have to make self-sovereign usage *difficult enough* that the large majority of the network transacts in a permissioned way.
The remainder becomes economically insignificant anyway.
