Censorship resistance comes from being able to run your own relay, pick your own relay, pick your own client That doesn't mean relays and clients shouldn't implement their own censorship policies, quite the opposite in fact. People can run an illegal or rebel relay and nobody can stop them, but that doesn't mean all relays should allow illegal content for example
