Step 1: Foment unrest, protest, and opposition by bringing in outsiders of community to violate people rights, pepper spray them and rip families apart.
Step 2: After situation has gotten tense, coordinate with local officials to have the local law enforcement fall back and removed the buffer between the tense groups.
Step 3: When things escalate clamp down aggressively pushing towards violence, use FBI instigators
Step 4: Call everyone protesting domestic terrorist, debank, arrest, and punish anyone caught. Roll out greater surveillance measures and institute digital ID tied to facial recognition. Insist this is for the safety of everyone.
Step 5: Use you new instruments of control to steadily take more control, push more inflation and taxes. Lable anyone complaining about it as "dangerous"
