it costs more to bill for an insurance claim than it does to swipe a debit card. there is nothing illegal about this.
if i offer a discount to pay in bitcoin or a higher price for dollars, i am acknowledging the possible chargeback risk. same with insurance. it is possible that insurance refuses the bill.

So, the parents buy a nice house for their kids and rent it well below market and use the depreciation of the rental property as an offset for their 401k withdrawals. This is why we see more and more house sales in the retirement age and less and less to the young
Eventually the young inherit the house at the current appraised market price once the parents die.
