Are you supposed to collect dozens of relays to ensure you get all of them?

Not everyone can afford to risk their income, or even their lives, to dissent against power. While there will always be a lucky few, who are able or willing to take that risk, imposing it on others will simply reduce the amount of people willing to speak out. It would be a mistake to restrict all speech to those who can afford to take the risk of speaking in their name. Protecting online privacy allows for more people to speak out about more things.
