CZ said the quiet part out loud back in 2019. The reason *they can do this* is due to how hopelessly centralised Spamcoin mining is. And it's even worse today than it was in 2019. All you have to do is call the CEOs of Foundry and Antpool and convince/pay them to do it. To be fair, they probably won't do it for CZ. But what do you think happens when Coinbase gets hacked and it turns out it was ETF funds stolen? Do you think the main shills of the USD world dominance Fink and Saylor won't suggest that? Do you think their horde of bootlickers and simps won't embrace the idea? Do you think plebs crying on Twitter would change that? Spamcoin will move on like nothing happened, but hopefully plebs will realise that losing the decentralisation of mining means losing their agency and their say about protocol development. That was lost in 2015, probably even earlier.
