Get yourself an esim router and change anonymous esim regularly. Only ever connect your phone via wifi. Use built in VPN/Tor in the router.

Now imagine if everybody would do this. Additionally devices could connect as a mobile meshnet.
this is useless unless you can also switch the IMEI
You can change the IMEI in some devices.
What about stealing someone else's wifi like a mile away?
