In it's basic form, I can't see it as an evil. Either people will control their bases instincts or it has to be done for them. At the very least some form of govt secures and defends basic rights. It is possible for a govt to govern justly. And when it does, it can be a good. And when the people can't self-govern because they have become retarded, it is a good in that it keeps them from going completely off the rails. We are just in a bad era thanks to fiat money.

The alternative to government, being nature, where the strongest rule is what makes it necessary. But its ability to deprive its subjects of life, liberty, and property is what makes it evil. If its treated by its subjects as though it is evil, it is limited. But when its subjects trust it, and give it more power, is when its evil grows.
In it's ideal I suppose it's not evil, but I think we can only get it close to being ideal when we start from a baseline that it is evil.
I agree. But the baseline isn't that govt is evil. The baseline is that people are fallen and have evil in their hearts.
