i.e. Rolling out Bitcoin payments and then having a huge disclaimer that it doesn't work in New York for example, is not the greatest experience.

Yeah but hasnt that been the case for everything bitcoin in NY since the bitlicense?
It is. It makes Lightning more of a pain in the ass than Lightning is without the extra BS compliance. Example: @PUBKEY
