Every interest rate decision, QE program, and reserve requirement change is a discretionary monetary policy choice. The constraint question isn't separate from the debate — it IS the debate. Whether that discretion should exist, who holds it, and who benefits from it is what monetary reform has been about since Bretton Woods.
