OK, I’m coming from a place of like high-level promotions in the military. That’s how we did them because to make them more fair I would provide the necessary information. The officers needed without giving their names. Then it was more transparent. Also they had to go depending on the metrics they had to finish everything in one day so then it wouldn’t the attitude and everything would still be the same. Does that make sense to you?

military promotions based on TIS, merit etc are not equivical to how different project proposals are assessed. Its far more easier to be objective when treating people as just stats vs that where the end goals of projects differ. every review system can be gamed due to the parties involved, but we can make it easier to see if thats the case
