The idea is that it's a low-effort way to shove some content in front of other people's eyeballs. Sharing stuff is often done unreflectively, and without investigation. The velocity of content is something the interet amplifies way past natural scale. This is good in some ways, but introducing friction restores a natural balance. Encouraging a comment with a repost is a way of introducing this friction.

i mean people also share things using chat, and they don't add a comment. it's just a way of saying, hey look this, to your followers. i mean i know im sending yt video links to people using chat apps. but i only do this for people who are not following my accounts. if they are following me on social media, there is no need to copy paste content links to them.
What would you think to have a opt-in or opt-out option for coracle then. Since it seems like a topic that will be controversial for years probably. I understand when your counterargument is time preference for more important topics. But I think from a feature perspective opt-in could be a great middle way to not clutter while offering the option.
