Can’t really do that on chain because the fee would be more than one sat
So I guess the transaction becoming monetary depends on what layer you’re using???

So how many sats on base layer bitcoin make it monetary?
Above dust limit is meaningful and usable. I don't know what's the todays outrage with the word "monetary", so can't help you there.
