I get the feeling that he knows the right thing to do but his hands are tied somehow - if he pushes too hard, he’ll get a strong reaction from big pharma/big ag/etc. NPCs are still hopelessly lost on him too… they just make fun of his “brain worm” and call him a conspiracy theorist.

I think you're right. He knows what to do, and he has a long record of fighting corruption. He probably has to compromise somewhere, but let's just hope that he's still taking it all in the right direction.
