Collude implies its not already a single entity, as people had to be reminded with Liquid, there's no such thing as federated Bitcoin. Even if they were separate entities, I'm not sure collusion is even necessary, the whole thing is based on keys being deleted. Those deleted keys will magically reappear under pressure.
