Utah already has equivalent AI surveillance cameras placed about every .4 miles along the highways that can pan, tilt and zoom up to 30X with infrared vision. They're not drones, but they are capable of all those features minus flight.
They are on ~30 ft tall towers, interconnect via fiber optics, and have what appears to be huge AI server boxes at the base of their poles.
The camera model looks like it might be the AXIS Q62 Series PTZ (Pan, Tilt, Zoom) camera.
