Not sure if it is the "exact opposite", but it is my additional understanding from other resources I've looked at as well as my personal experience, which is why I said "adding to" his definition. I guess it would agree with the Merriam-Webster definition (shown below) in the sense of no qualitatively important action taking place. Merriam-Webster: "the act or practice of conspicuously displaying one's awareness of and attentiveness to political issues, matters of social and racial justice, etc., especially instead of taking effective action"
