I wonder if it could be adapted to use web of trust so that only people in a certain list or people that you follow and follow you could log into a certain site

Yes, definitely. That can be layered on top. We worked on WecAccessControl at the W3C for many years, and its on a path to be standardized. I've added your suggestion here:
