opened an issue specifically with your suggestion:

Show additional information on top of blurred image · Issue #2854 · damus-io/damus

If you want to go further, Just don't show blurs. Show blank with centered text "Non-following user media. Tap to open." or similar.

The blur is also the reason why people got curious and open it anyway. Giving it an reason should makes it clear.
