Sex is about power usually and the reason powerful people get away with exploiting people is because it is their role in society. Less powerful people think it is normal to be exploited and unless they become strong enough to stand up for themselves nothing changes. Plenty of poor people know how to have power over children in a way they believe they are doing the right thing by being exploited, But nobody wastes their time going after them because they are poor and violence is criminal.
