14th Amendment - Section 1 makes for an interesting debate. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.”

Key word citizens. I'm sure people will either skip over it or forget about it when they continue to read "any person." I think the semicolon is important as it gives examples or additions of said citizens. It's common in writing to name and describe something and then shorten it as the story goes. Sort of like writing out "What the fuck" and shortening it to WTF.
