Can the message be muted without the implication that it is 'abusive'? Can the mute be based on poster's preferences / rule based controls? i.e. timeshare, rotation, 'don't show unless '4/25/24 xyz' are included, etc

Note author has complete control when it comes to muting. They can mute whoever they want to mute without providing a reason.
Note that we are simply using nostr's standard NIP-51 mute list for this.
