My guess is they've realised what USD stablecoins and bitcoin are going to do to their power, combined with Europe's general loss of geopolitical relevance
Most of the European populace are still sheep (as anywhere in the world, perhaps!), and the leaders want to rush this through before the the shit hits the fan
