It sounds to me like the prevention of nuculear fallout. As a leader you need to think about what actions might piss others off & think well then this justifies me flexing my balls & threatening with a nuke. If every country jumped one country everytime it had a problem. It would mean you can't trust any of these mothafuckas have the nukes ready to fire. Theres more then what you see.
