That's the fun part, it's not the publishers client that sets the parameters, but each user/reader can set them on his own app for example I coul set that I only see notes that payd 100sats and comments that payd 10 Everyone can publiach whatever he wants, each user AND relay set his own parameters on what he wants to see/propagate As @Derek Ross sed in the answer to my comment, there are already some solutions/options A PoW filter and pays relays, so if you only connect to those you would see only people who use those so definetly less spam, but it simply isn't the standard atm
