Solving bots is easy: New users by invite only.
Existing user vouches for a new user. If that user is a bot, the bot account AND the user who invited it get banned. So invite carefully! System becomes self-policing and no KYC.

Many ways to solve bots. Nostr has nip5 for example. Xitter is not earnestly trying to solve the bot problem. They need it to sell KYC
