I'm not in favor of the Welfare State, and can even be said to favor open borders. Actually, my position is no national borders, certainly not that has to be enforced like this. Anyone should be free to move anywhere to available land that is not already owned by someone else. All land should be privately owned, and there shouldn't be government welfare that immigrants can feel entitled to.
