Muun is a simple way to do this with just one step. It's the only thing I use that wallet for but it's really good at it.
Just use an exchange with free LN withdrawals. Then when fees are lower, move to chain from Muun. You just pay the mining fee.

If you make multiple LN withdrawals to Muun it will create many UTXOs in your wallet which will be hugely expensive to consolidate.
Do it on Liquid where it is constantly cheap.

That is actually a good point I didn't consider. I know Muun is not a LN wallet but the way I have been using it where I just use it to move monthly DCA has worked so far.
But you are correct about the UTXO problem with it if you are moving small amounts to it all the time.
Muun is great as long as fees are low, and as long as you didn’t initially receive a bunch of small transactions into Muun. Since Muun considers your funds to be on-chain (always), then sending to an on-chain address with a UTXO made from many small UTXOs - that you received via Lightning - can still cost a ridiculous amount in miner fees. I know because I tried recently lol
