What's to stop the worst people in the world accumulating the most remaining bitcoin?

2. If they crack #1, then the limitation is the amount of credit available to them...
Nothing, Bitcoin is for anybody.
They will have to surrender to it's rules though because no amount of Bitcoin will allow them to change them.
There is a small chance that Bitcoin will change them though.
