Looking at the website it's just put number in and click add to safelist. What would stop someone entering your number implying you're a child and block you from over 16 websites?

You need access to the child's number/phone to complete the registration
But it requires social media sites to collect phone numbers I guess. The whole thing is a cluster fuck. Will get repealed in the future I'm pretty sure.
