In NDK I do this via independent (and named) relay pools; outbox is just one pool, and nwc is its own pool, same for bunker connections or whatever; all independent pools -- makes this far easier.

If man can use multiple relay it avoid single point of failure , routing through NIP - 65 events , is that what you mean ? Direct queries and publication to author -specific relays rather than broadcast the entire network , this will result more faster to retrieve event , minimize latency and bandwidth .. NWC does this so it low frictions transaction . Easier and smoother .
