We clearly have a spam problem. Core should roll back OP_RETURN and then actually focus on addressing spam properly. Take the time to develop real solutions. Let different teams propose different approaches. Evaluate them openly. Test them. Compare trade-offs. Then, in one or two years, decide which path makes the most sense for Bitcoin.
