For the entire life of hmail it was (mail server for windows) until right before it went abandoned I believe. But no I don't think it is. It doesn't matter now though it's been over decade where nearly no one runs email servers anymore, and a huge majority of individuals who would be affected by spam have been hidden behind big tech for twice that long. But we both know that laws are only additive.

We aught to fix that. My proposal is that the entire body of law applicable to any jurisdiction "local/state/federal/international" must be compressible along with any dictionaries and the compression algorithm itself to say 100kB and be comprehensible to a highschool graduate. So if you want to add a law you will have to find one to delete.
